Welcome

Dear Candidate,

Thank you for your interest in the role of Head of Financial Planning & Business Partnering (Deputy Section 151 Officer) at Middlesbrough Council.

Middlesbrough Council is an organisation undergoing transformation. Following a challenging period, we have taken bold and decisive steps to improve our financial resilience, rebuild trust, and reset our ambitions for the town. With a new permanent Chief Executive, a new Mayor, and a refreshed Leadership Management Team including a new permanent Director of Finance & Transformation (s151 Officer), we are moving forward with purpose. Our Recover, Reset, Deliver programme is setting the foundation for a more sustainable future, ensuring we provide services that truly add value to our residents.

This role sits at the heart of that transformation. As one of two Deputy Section 151 Officers, you will play a critical role in shaping our financial strategy, leading our medium and long-term financial planning, and embedding a strong finance business partnering culture across the organisation. You will work closely with senior leaders, service directors, and elected members to enable strategic decision-making that is both financially responsible and forward-thinking.

We are looking for someone who shares our commitment to growth and innovation. Our finance function is evolving, and this is a rare opportunity to reshape the team, develop talent, and introduce smarter ways of working. We want to build a modern finance function that embraces technology, data-driven insights, and best practice. You will help us review and optimise our financial systems, ensuring they support efficiency and transparency.

We are keen to hear from a range of candidates, including those who are ready for a step up - perhaps an experienced Finance Business Partner or Group Accountant looking for their first Head of Service role. More important than experience alone is your approach - a passion for developing people, the ability to build strong relationships, and a commitment to continuous improvement.

At Middlesbrough, we are building a culture where talented individuals can grow. If you are a qualified accountant, with local government experience, and the drive to make a lasting impact, I encourage you to apply. We offer a leadership team that values collaboration and innovation, and a working environment where you will be supported to succeed.
